I would invoke the 5th whether I had anything important to offer or not just to highlight the lunacy that would follow. If they tried to take it to a judge to compel testimony or cited me for contempt, then I would use the lack of legislation argument to stop the hearing...sounds good anyway.

Given the contempt with which the hearing panels show witness', I am surprised no one has just got up and walked out!
Congress is often held in contempt precisely because of its contemptible performance!
