One third of Washingtonians are functionally illiterate.
DC always struck me as a canary in a coal mine for what the fate of the entire country would be if liberal Democrats got all their federalized social-programs hearts' desires.

Reality checks often are. If I found a town, or hundreds of towns for that matter, where functional illiteracy is higher than DC, in states with virtually no social programs and taxes through the floor, I don't expect I'd be hearing "canary in a coalmine" from Rand.
