As THE anti-Borlaug, I nominate William Ruckelshaus, the Administrator of the EPA in 1971, who was the man most singly responsible for the banning of DDT from third-world countries for use against malaria, with millions of deaths as the result. Rachel Carson, author of Silent Spring, merely provided the blueprint; Ruckelshaus was the man who put the blueprint into action.
