I really shouldn't feed the trolls, but "anonymous" -- and I'm not asking you to do anything really challenging here, like find your shift key, much less grow a name -- since when does the President control the purse strings? You might as well say that John Roberts will still be Chief Justice, unless he's impeached. Those crafty Republicans, clinging to leadership!

Neither Party's.
2008 will be similar to 1968 as both Parties will be fronting candidates whose platform will be the intention to pull out the troops. Even McCain, were he to gain the GOP nomination, will do so. Americans have a limited interest in lack of progress and watching a conflict go sideways.
In any event, even pragmatic Republicans like Ike and Nixon campaigned on pledges to end the Korean and Vietnam conflicts.
Vietnam was "humiliating" in that the U.S. forces had only been delaying a fairly inevitable outcome given disparities between motivation, competence, and public support of the South versus the North. With the U.S. pullout, the North consolidated its control of the country.
Pulling out of Iraq will leave a majority Shia government which will simply further consolidate its control, begin dealing with the Al Qaeda foreign fighters and Sunni insurgents, and further strengthen its already strong ties with Iran. There is a high probability of further Shia vs. Sunni violence, as well as those like Al Sadr further strengthening Islam's oversight of the government - possibly modeling the evolving government along Iran's lines.
Whoever wins in 2008 (since it's a no-brainer that Bush will neither significantly reduce nor increase troop strength during the remainder of his term) will declare victory - a relatively stable government and X number of Iraqi troops - and begin bringing home U.S. forces. Not exactly a Vietnam-style "humiliation."
And humiliation doesn't last forever anyway. Remember that last year President George W. Bush welcomed Prime Minister Phan Van Khai to the White House to discuss ways to strengthen bilateral ties on the occasion of the 10th anniversary of the establishment of diplomatic relations between the United States and Vietnam and that President Bush will travel to Hanoi, Vietnam to attend the 14th Asia-Pacific Economic Cooperation Leaders' Meeting on November 18-19.

GWB will still be President if he is impeached as well.
It doesn't suprise me that an e-tard such as yourself does not understand that Impeachment is simply an indictment.
IIRC, it takes 2/3rds of the Senate to convict.
If you moonbats think you are going to get 2/3rds of the Senate to convict Bush on your delusional nonsense, you really should give up the crack habit NOW!
