More of a change aversion really.
Constituents are happier when things don't change, people don't have to think about the unknown, that's why reinventing the wheel is such an acceptable passtime.

...and that may partly explain why it's so much more fun to do 'Apollo on Steroids,' than something else that may be no more developmentally risky, but ultimately more useful.
