Yup.
And these reasons are why I would prefer that NASA does not set up a permanent base there, leaving that opportunity to the private sector.
NASA should build and deploy genuine LSAMs as soon as possible and let the private sector buy some.

PS - Why NASA?
Who else can afford to build a deploy a genuine LSAM before 2020? IF someone can do it without NASA, well cool, then we can simply disband NASA altogether.
But until the private sector comes through and delivers (an open question), then as an American taxpayer, I want my Congress-folk funding NASA to build and deploy a genuine LSAM.
