Neal Stephenson has good answers. But I disagree with one of his words. The Constitution guarantees the right to bear arms. It does not give the right to all weapons.
In particular, the clause that says to maintain a militia is critical. You can bear arms if you are willing to be called into service. To bring weapons against a duly constituted government is insurrection. Arms bearers and hackers should consider the power of the 82nd Airborne, or the 1st Marines.
