The French Jimmy Carter?
I'm hearing on the news that Chirac made a speech (his first public appearance since the riots started) in which he said that France was in a malaise. No word if he was wearing a cardigan at the time, or beset by rabbits. Or what his daughter thought about the world situation.
Anyway, is it time for the French Ronald Reagan?

I'd be more impressed if Sarkozy had responded more decisively to the French riots. But maybe he's too hobbled by regulations and worked as effectively as he could. Still seems bad form to talk tough, and then react slowly to a riot situation as he apparently did.
