Seems like the "aid" (or perhaps "bribe") isn't being used that well. But this statement from the story is wrong.
Since the Oslo "peace process" began in 1993, Palestinians have received more than $1.5 billion from the United States -- more aid, as the San Francisco Chronicle pointed out in August, than from any other single country.
Except for Israel, which as I understand receives US aid of around that much per year. Perhaps people more knowledgeable than me could explain what Mrs. West meant by this?

But this statement from the story is wrong.
No, it's not.
What she said is that the U.S. has been the largest source of "please make nice" money for the Palestinian Authority. The Europeans have given the PA money too, but not as much as we have.
What we're handing out to other countries is not relevant. The quoted statement speaks only of aid to the Palestinians.
