Claiming the web started with the IPO of Netscape? I'd place the start of the IPO mania here that burned out five years later, but the web was around since 1991.

I'd say it all depends on your definition of the web. I may consider the "web" distinctly different than the "Internet". The latter certainly was around much earlier than the web. But HTML/SGML was around even before 1991. However, HTML was not a standard until Sept. 1995 (might we celebrate 10 years a month from now?).
