Since the Bush Administration created this agency about three years ago, how can this be more than a wash or break even sort of victory?

I'm not sure what your point is. Any reversal of governmental stupidity is a victory, regardless of who reverses it, or who was the author of it.
And in fact it was the Democrats who were screaming to federalize airport security, not the administration (mostly because they saw it as an opportunity to add new government employees to the union roles, which tend to be pretty reliable Democrat votes).

When the Republicans came in in 1994, and threatened to kill the Dep't of Education they were on the right track. Now, the political realities made that impossible -- and the Dems knew that. But the big government lefties fought tooth and nail to keep the utterly obsolete "Interstate Commerce Commission" because the very idea of a government agency being vulnerable is troubling to them.
The victory here isn't (or wouldn't) be that the TSA -- stupid as it is -- gets killed. It's that ANY government agency get killed.
