Orson Scott Card had a variation of this in Omni back in January 1980: "Fat Farm". Like nearly all of his short stories, well worth reading.

Zimbabwe has become a total basket case under Mugabe. It's like "Atlas Shrugged" set in Africa. The looters are in total control.
