I gotta think there has to more to this. The 1986 tax cut, while cutting rates also chopped out many loopholes that the effective tax cut wasn't that high for most Americans. And the recession of the early nineties, as I recall, preceded the '93 tax hike. If he believes the U. S. economy of '94-'99 was depressed, the good professor has high expectations.
