Sorry, I don't see the 30's here. First, there's no vast global depression. Second, there's no conspiracy in Europe to overthrow democracies and replace it with fascist government (unlike Germany and France of the 30's). Third, I think we shouldn't become alarmed until independent entities verify that there's indeed a significant increase in crimes harming Jews (or any other ethnic groups). The Jewish Agency For Israel (who generated the report) has some conflicts of interest here.
Finally, googling around, I see there's serious competition for Jewish immigrants (eg, this bizarre story). Here, the Jewish Agency recently complained because Germany lured more Jews from the former Soviet Union than Israel did. IMHO, this sounds like another reason its not the 1930's all over again.

While I agree that you want reputable third parties assessing whether there really is an increase in anti-Semitic acts, I'd also note:
1. The Red Cross inspected the concentration camps and found all to be in order;
2. Many NGOs seem to have more than a blind-spot when it comes to anti-Semitic activities. One need only pay attention to how news from the Middle East is covered to see how many "third parties" are, in fact, not third parties at all. (Jenin massacre, anyone?)

The EU may not be 'Facist' but they are also not a government that (from this pov) prizes freedom for their citizens. If you're a would-be entrepeneur or merely aspire to do not have a busy-body peering over your shoulder, the EU is not going to be your kinda place.
