Are you referring to the "not one penny" quote ("Millions for defense, not one penny for tribute!")?
If so, it is attributed to Charles C. Pinkney, during the "XYZ Affair" on a mission to France in 1796 during which three agents of the French government (designated M. X, Y, and Z) demanded a bribe for the French Foreign minister, Charles Maurice de Talleyrand-Périgord. Apparently Pinkney didn't actually say the phrase "Millions for defense, sir, but not one cent for tribute," but did exclaim "No! No! Not a sixpence!" at one point in the negotiations.

Hmmm...I had in memory that it was the US Consul General to France (Mr. Pinckney?) regarding the Barbary Coast pirates, circa 1804 or so. I cannot find an online source either way at the moment, and frankly at this time of night I'm not heading for my history books.
