Not quite following you here. Russell Kirk included particularism, a generalization of the concept of federalism, among the traits tending to characterize persons of conservative inclination.

There are many people who today call themselves conservatives who don't know who Russell Kirk is, and are by any objective measure "fair-weather" federalists (e.g., the Drug Warriors).
