I’m not convinced that the ASAP contributes to safety in sufficient ratio to how it slows things down.

If NASA is re-structured as it should be, the major safety analyses will be “How not to get trapped in the wind tunnel” or “How not to get incinerated by the rocket test stand”. or “How not to drown in the zero-g simulation tank”…
You get the idea…
