The purpose of a bureaucracy is to grow and prosper — Not whatever its founder said its purpose was. A union’s purpose is to get more wages for less work. Tie those together in a unionized “public educational” (original nominal purpose) bureaucracy and et voila! you have the stinking pile of feces we have now.
