NEPA became law in 1968. He sounds surprised it slows construction down. I’ve wondered how incompetence would try to excuse itself. Now I know.
Bit of a difference between having a site, even a large one, where you do your thing after jumping through the hoops and building infrastructure that goes through heavily populated areas requiring removing people and property and in the case of the road the author mentioned, doing it while people still travel on it.
