The article is kinda low on technical facts. The H2 rocket uses a staged combustion LOX/LH2 engine. The H3 rocket is supposed to use an expander bleed cycle LOX/LH2 engine with ~1.5 MN thrust. On the first stage. Yeah you heard that right. If they can make the tanks light enough and densify the propellants the results could be really interesting.
The Japanese have the potential to make a Delta Clipper like vehicle with those engines IMHO.
