Breakthrough and NASA have signed a Space Act Agreement for support of a private mission. This is the most likely way for it to happen, and it will probably happen before a Europa mission (it probably would have even with Culberson, given the requirement to use SLS).

Flybys kind of suck but I get the limitations that necessitate them. Presumably, they will either be a secondary payload or launch on a dedicated Falcon 9 if the cost is to be in the tens of millions. Wouldn’t a payload able to get to Enceladus this way also be able to get to other destinations? It would be really great to see a series of flybys of Enceladus and other destinations and a program like that could be in reach if it really is as cheap as they want it to be.
It would be nice to see a decadal science survey proposal take an approach like this rather than trying to find how to spend the most money on a single one off project.
