I’m gonna go out on a limb and say the entire planet isn’t “prepared” for that.

The UK doesn’t have to worry about alien invasions. UNIT handles that for them.
They also have a SHADO organization that deals specifically with the alien UFO threat.
They only assimilate intelligent species. So… no worries.
What does an alien culture with the means to travel between the stars want from Earth that they bother with an invasion, and don’t just do away with us from orbit? The alien invaders would clearly have a motive that isn’t strictly logical.
Vulcans would ignore us. Ferrengi would exploit us. Klingons would conquer. Orions would enslave. …and Trelane would just want to play.
In the end no matter how bleak thing got the Doctor would eventually show up.
