I went to the website, and I left feedback. I said that what we need to do is to expand COTS. That NASA should purchase launch flights to the Moon, and beyond. I also said that companies should be able to claim land on the Moon if they build a settlement. I then said that NASA should rent out base facilities on the Moon, and on Mars.

Note that Brindinstine’s proposal implicitly supports SLS. SLS itself doesn’t seem to get a mention (though there’s a pretty picture of it in the brochure), but Brindinstine calls on NASA to address the issues raised by the 2012 NRC study, which explicitly assumed dependence on SLS. So his call for NASA to leverage commercial capabilities is flimsy.
Yes, he doesn’t want to make powerful enemies of the legislation. SLS will have to be dealt with separately.
Is there any evidence that Brindenstine actually opposes SLS? It would be most unusual if he did.
I’m not aware of any. I suspect he knows that it’s stupid, but he’s not going to rock the boat with his colleagues.
Fingers crossed that Brindenstine means what he doesn’t say.
