Agree about #3. As long is it NASA or Congress making the risk assessment, you are essentially dealing with immunity from the consequences. CxP cancellation may have hurt various NASA contractors, but it did nothing to the NASA/Congress oversight. Instead, it was just replaced with MPCV/SLS and no RIF.
