Yes, if one poured enough money into Constellation, no doubt it could have been made to “work,” if by that you mean get a few government employees to the moon at a billion dollars a ticket. It never had a prayer of contributing to the opening up of space to the rest of us, any more than Apollo did.
And unfortunately, while the name might be gone, the program zombies on until we can kill off the Senate Launch System and Orion-by-another-name.
One of the worst things about this IMHO is the use of the name Orion for that mess, probably in an attempt to bury the memory of a route to space we could use PDQ if we wanted to. And might end up using, if we find a Dinosaur Killer has our name on it for example.
Well, perhaps more appropriate constellation names would’ve been funding related, such as the Big Dipper or Aquarius (the water bringer). Other favorites would be Cancer and Lupus, but especially Hydra, since every time the program gets killed it grows two new heads and reappears.
