Will the Senate do it?
I think there’s a good chance. There are a lot of Democrats up for reelection next year who aren’t going to be willing to fight it. The question is whether or not the president will be willing to risk a veto. Especially if it may get overridden.
Why wouldn’t the current president evade a veto override?
I’m not convinced that Senators up for re-election would necessarily vote to hamstring the EPA. Many have shown they can be bought – just a question of price. And the big buyers (Pelosi, Reid, Obama) are still there. Many congressmen were up for re-election last time and they chose to fall on their swords.

That’s the thing about evolution whether it be of organisms of of a body of congresscritters, the traits that stick around are the traits the survivors had. I doubt there are many Democrats left in Congress willing to make that sort of sacrifice for their party, given what happened to the people who did it last time.
