This prospect is even worse: at least a drunk can sober-up and cease to be a blathering idiot.
It’s reasonable to ask what was going on, but I would hesitate to assume he was drunk, or make contemptuous observations, until a bit more is known. It is possible the poor fellow was in the middle of a small stroke.

you make a good point, it could be a mini-stroke. Most likely at his age, a TI stroke. Having said that, it calls into a question his ability to make good decisions.
Both of my wife’s parents went through this. After just one they had, at times, trouble putting the right words with the right thought. After several TI’s, my father-in-law was no longer able to count, write well, or remember where he was going when driving.
I watched the video, and I’ve seen Baucus before. He’s either drunk, stoned on something other than alcohol, or he’s had or was having a small stroke. His gesture’s seem exaggerated compared to other times I’ve seen him speak. Again, could be medical, could be some substance causing that.
Either way, Senator Baucus needs to say SOMETHING, or at a minimum he should slur something, about this. Instead of having the MSM run interference for him. Instead of having the MSM blame GWB. Instead of just hiding and saying nothing.
So a man walks into a bar and says, “I’ll have a Max Baucus please.”
The barkeep says, “You mean a Tom Collins?”
The man responds, “No, a Max Baucus. ”

He was drunk. Drunk on power.
Contrary to Mark, I believe Obama does have the country’s best interests at heart. Just not this country. “Il Dufe’s” country is the future People’s State of Venezuela del Norte (the country formerly known as “the United States of America:).

Has anyone seen Baucus since his odd little pereformance on the Senate floor? If he’s still incoherent and slurring his words, that could indicate a cerebral aneurism. And if that’s the case, he’s impaired and doesn’t belong in Congress, even as a Democrat.
I just watched the video. I’m also a bit involved in politics via AIAA and a few other links. My take on health care is too complex to address in a brief note here.
Baucus did not seem drunk to me. He did not seem all that sharp, though.
Here is one criticism I do have of both parties. Exhausted workaholics are entirely too common in DC. During the Bush years, the schedule of Andrew Card, Bush’s first chief of staff came out after he left that post. He was getting up at 4 AM and arriving at work slightly after 5 AM. He worked until 8 PM – 9 PM. He took calls after that. Humans cannot function well on that kind of schedule. People who try screw up to a fare thee well.
The current health care debate has had people working all kinds of hours, having meetings and taking votes when they would have been better off sleeping. That’s both parties.
Given those facts, I think it likely Baucus is more likely exhausted than drunk.
If you will note, I haven’t said a thing about the health care debate except that both parties are not behaving all that responsibly in their conduct of it.
I tended bar while going to college and part-time for awhile after for extra money. I’ve seen more drunks than most people and he was not sober. He couldn’t stand still, he slurred his words, exaggerated hand gestures, repetitive speech patterns, so it’s all there for anyone not drunk on Kool-Aid to see.
Curious. So far there has been one comment since mine. Bill Maron is a former bartender. Since he has seen drunks, we are to take his word for it. Criticizing workaholics who think 24/7 is a possibility for humans criticizes both parties. It also takes on a growing, ugly idea in this country that all any project needs to succeed is more work.
Until some person offers solid proof that Baucus was drunk and not exhausted, I will continue to think exhaustion is the phenomenon we are witnessing here. Given the nutty schedules the debates have had, that seems like the most likely explanation.
