  3. My jaw was on the floor when in my youth an engineer in the department I worked at the FAA described the budgeting process which included a ton of programs they knew they would never get funded (or even wanted funded) so they did get the funding for the things they did want.

    Apparently this is universally how it’s done which is why the ‘stimulus’ resulted in funding of so many stupid projects.

    Saying cutting funds will cost us more is just part of this same game.
