There are a lot of people you could justly finger for this, but after almost eighty years, I don’t think that Herbert Hoover is one of them.
I will say though that, like Hoover, they reside in Washington, not New York.

How about a compromise? Obamaburgs have communal housing called baracks as opposed to the traditional spelling “barracks”.

The world over shantytowns are the answer to “regulated” housing shortages. In the 3rd world they’re called slums.
It doesn’t surprise me at all that California has significant shantytowns. They’re incredibly burdensome regulatory structure makes “official” housing much more expensive than it needs to be. But even low-regulation States like Florida will and do have them.
Here’s a practical idea that kills two birds with one stone: the government announces that they’ll be opening some government agency or “stimulus” project in Detroit, and will give a $500 tax credit for the purpose of buying a home to anyone who moves there.
Arizona is a center of this problem
