Why is BLM in Washington DC rather than Boise ID?

I was going to post this to NSF, but didn’t want to start the inevitable s-storm. For the much smaller community here, is there a top 5 rules that affect spaceflight that should be immediately challenged and do you think it will happen? FAA, FCC, EPA, ?
I went to a seminar with Bureau of Land Management, but BLM works either way for them. I’ll never forget a young government employee remarking aloud for the room, “if people would just follow the intent of the regulation, there wouldn’t be a problem”. She was upset people were only following the wording of the regulation and not reading her mind.
