It already is.
Elon has his internet constellation well underway already, which will provide the same kind of revenue stream Bezos was hoping Kuiper Systems would when he set it up in 2019. Since Bezos was counting on Ariane 6 to do all of the launches, he is now way, way behind Elon and Starlink. Why didn’t he count on his own supposed launch vehicle? And actually produce one?
It’s interesting that Ariane 6 will take almost as long to go from first funding to first flight as the United States took to go from Kennedy’s speech to Congress to Apollo 11 landing on the Moon. How is it that the more experience, knowledge, and expertise humanity gets, the longer it takes to do anything?

Fear of failure?
When every step along the way has to go without a hitch. Because your prior history makes your sponsors think you are only getting that money because you know what you’re doing. Then, effectively, you are being forced to climb the mountain face without ropes. You do that very cautiously.
Best not to build rockets based on reputation alone. That goes for pretty much anything. It leads and has led to disasters in all sort of endeavors.
