The only thing I can think of is that they have to crunch all the numbers on the various abort phases for the new booster’s flight profile, but that’s really not “certifying” anything about the booster, that’s basically just making sure you’re not running Ariane 4 guidance software on an Ariane 5 rocket.
And of course calling something a passenger vehicle instead of a cargo vehicle means a different set of government bureaucrats gets involved.
They’ll need some form of malfunction detection equipment of the Vulcan to activate an automatic abort in case of catastrophic failure. IIRC, on the Saturn V, that consisted of three wires that ran the length of the rocket. If any two of the wires broke, that would signify that the rocket was coming apart.
