Don’t do Chinese-style ASAT tests and the orbital debris problem hasn’t been growing much since 1997. The number of satellites is going up but the amount of debris is flatline. Launching companies are doing a better job of deorbiting and Starlink has active avoidance which makes them a small percentage of the risk despite their large numbers. Have Starship remove the early, large upper stages and the problem is significantly reduced.
