Alan Ladwig reminded me this morning of a paper I wrote on the subject almost two decades ago (about a year and a half before I started blogging). It’s interesting to read it now and see how well (or poorly) it holds up. Few policy makers paid much attention to it at the time.

It’s a good paper. In general, I understand the value of governments to handle collective development risks, then having early adopters that can afford to do so carry the initial operations risks, and finally wide-spread adoption within well defined risks. So those are my preference. Right now, we are on that path, but we should have transitioned much earlier to early adopters (space tourists).
