I’ve heard one story stating that the US had evidence which refutes the Russian claim that this was due to toxic chemicals stored on the ground which were released when the Syrian government bombed a rebel weapons depot, but I’ve not heard any details of the evidence. Anyone here hear more about that?

I find this hard to believe. Hassad was in much worse dire straits than this and he didn’t use his chemical weapons. So why would he use them now? With all the Russian support, including thermobaric weapons platforms like the TOS-1, they don’t need chemical weapons at all.
Sociopaths don’t make decisions based on threat to them by rebels alone, but on the likelyhood the world will “give them permission”, by just not reacting. Given the state the US Military was left in by the previous administration, Assad knows the US cannot unseat him in the next 24 months. He can make a good bet that what he does in the first 6 months of this administration will be forgotten/diminished by April of 2019.
It is a bitter truth that of the 58 US Army Brigades, a total of 3 could be put on an airplane or boat tomorrow to enforce whatever Trump says. Until the next 24 months of spending changes that, the sociopaths at the head of local governments will have free rein. Maintaining the focus of attention of the US media for 18 months is a hopeless task, unless we’re talking about unseating Trump for the grievous crime of not listening to academia’s opinions.

It was a token gesture to allow Obama to save face since Obama didn’t want to jeopardize the Iran deal or do anything to stiffen his flexibility in regard to Russia. Syria kept on using chemical weapons.
