Legislators are concerned that whichever company DARPA chooses as a partner will have an unfair advantage over companies investing their own funding to develop commercial alternatives. Under RSGS, DARPA is bearing most of the cost of the program.
Maybe but companies go up against other companies with more money all of the time. Commercial competition is all about doing the same thing better, or differently, than someone else.
Would Space Systems Loral customers be other than the government? Would they get “free” rides to space?
Having DARPA work with you and fund your R&D is an advantage but it could also have its own drawbacks like steeping in the morass of government contracting and requirements.
That’s less of a problem with DARPA than most government agencies. But I do think that DARPA has fallen too much in love with its own ideas.
