Imagine no regulation at all… anarchy! chaos. Cats and dogs living together!
A country is already responsible for any damages its citizens do. What need is there beyond that?
I like a space guard idea, but the coast guard happened after many ships already existed.

None from me. The general idea’s fine. The FAA’s got no business running outer space. For your suggested alternative, I just like ‘High Guard’ better than ‘Space Guard’ as a name.
Their terrestrial hq could be located in Colorado.
