My issue here is the “case-by-case” wording in the report. Space development if it were to truly develop as a break-out technology would be severely hindered by this. Also there is too much involvement of other government departments & agencies. In government there is always a built-in institutional bias to preserve the known over the unknown. Which manifests itself as a bias for inaction. What activities specifically are to be “licensed” by the DOT/FAA? And why case-by-case? What’s wrong with “certification” to perform operations as deemed fit to purpose?
