All they have to do is forecast revenue ’til the end of time… then it’s a real bargain… as long as it doesn’t cost anything to operate… stops are problematic as well… but progress!
25 flights a year remember? You just have to predict the traffic will be there. Even if isn’t.
And this was all predicted to occur before one penny was spent.
While people predicted the failure of the train, another big Obama plan was predicted to be a success. Yet, it seems that had we not had it all, we would all be better off. We were told these people knew the best policies, despite what history said about their policies.

I occasionally invest in startup companies, and am frequently approached by clean/green-tech firms looking for funding. Because of this I long ago formulated a new rule for myself: Be EXTREMELY WARY of investing in anything where the business model depends on the stability or rationality of the California legislature.
Application to the current case is left as an exercise for the reader…
I’ve been to planning meetings with the trolley jollys and came away convinced of their rationality. When there’s no consequence for getting caught, theft is not irrational.
