There’s nothing to “restore” as nothing was cut – in fact, NASA got an increase for commercial crew.
The only thing that might push congress to fund at the request level is the death of astronauts on a Soyuz. Since I do not wish for that (though I can’t imagine the wonders it is doing to morale at the astronaut office), it may be good to take a step back from the edge. In the long run, funding this thing on a shoestring and forcing the companies to be scrappy will almost certainly lead to a better product, provided it does not first lead to a downselect. The downselect does not seem to be on the table this time so far.
