Indeed stupid, voting 200m+ less for CCP and thus another year of relying on (and paying) Putin. But of course:
1) Space is unimportant and ISS might as well go into the drink compared with the primacy of more pork for SLS.
2) The way things are going now, with Russian “quality control” on Progress/Soyuz, ISS may just not be there by the time that a CCP craft comes on line using NASA’s regular contracting rules vs. SAA.
The Russians got what they wanted out of the ISS. Once we stop using them for crew they’ll build their own station. Probably with the Chinese.
