As they said, it’s already law as general idea, but making it a requirement
should give it more traction.
Over on Ars Technica, they’re spinning this as a Republican war on earth science.
Did they cite the part of the legislation that removes Earth Sciences from NASA’s control, budget, or statutory responsibility?
They find direction easy to ignore. Plus, the only requirement is creative writing which they already do by claiming SLS/Orion has anything to do with getting to mars. Ya gotta love Rohrabacher though.

Shhh don’t give the game away. First, it is needed to make settlement an official operation of NASA. Second, is to get funding to fulfill their legally binding obligation.
The question is how best to accomplish space settlement? I imagine Shelby & friends will argue SLS and Orion are the first steps towards that goal.
The next step is to develop orbital propellant depots, in order to decouple the mission from the implementation. With depots present, and with the experience gained in assembling Mir and ISS, NASA doesn’t need to be in the launch business at all.
