When a memo like this has to be issued, things have gone pretty far south. Isn’t it pretty much illegal everywhere except Nevada and some foreign countries? Why not just issue a more general memo that Department employees should obey the law?

On the contrary, prostitution is legal in every civilised country. The U.S. war on prostitution is as harmful as the war on drugs or the 1920s war on alcohol.
I was referring to the US where, presumably, most of this activity is occurring.
Ah, to be young and in France before WWII, where women couldn’t vote but were free to pursue a career in prostitution. Sic transit gloria mundi.
Further and more … sex “slavery” is much facilitated by the very illegality, as prostitutes are afraid to go to the authorities.
It’s not only about breaking the law…it’s about behavior that shows poor judgement and opens you up to being blackmailed – that is the far greater concern. The majority of DoJ employees soliciting prostitutes are most likely married men who would not want their wives to find out about their “hobby”. That opens them up to being compromised in investigations or protection details.
While not DoJ employees, the fact that members of the Secret Service were doing similar is absolutely astounding…
You haven’t been paying attention, if you consider that astounding. Feds behaving badly is an old problem.
There have been numerous incidents regarding FBI agents, TSA agents, etc. and (sometimes underaged) prostitutes.
Several years ago, there were rumors about Air Marshals having sex parties with underaged prostitutes during layovers in the Philippines. Supposedly, there was going to be an investigation, but I never heard any more about it.
There was an internal memo back in 2008, however, which said, “In foreign countries, some have behaved in a manner that may jeopardize our ability to continue to operate effectively. The negative impact on our reputation and that of the American government has the potential to cause significant harm.”

It’s not just patronizing prostitutes, either. Air Marshals have been charged with drug smuggling, kidnapping, even soliciting a murder.
Given that Holder has been in charge for a while… What was that old saying? “A fish rots from the head,” yes?

If the administration can pick and choose what laws to follow, it’s not surprising that the underlings will do so.
