I notice the group *not* testifying is the one that would obviate the need for Senators to guide the flow of government money for a new engine, …that being Blue Origin, with its BE-4, being privately developed.
Do you not want the U.S. to have its own version of the Russian RD-180 engine?

I’m not opposed to it, but I think it’s a waste of taxpayer money.

Seemed also to be the consensus among the 2nd panelists when specifically asked this question by the chair. The answer seems to be if you are going to build a new engine why tie your hands to an old technology? I think the unspoken truth here is that the engine, not the tankage, is going to be the most expensive part of the rocket anyways.
To be specific I meant the 2nd panel at today’s House Armed Services Committee hearing.
Never fear. As long as we (USA) have development programs in the works for aircraft with ill-defined missions and purposes or worse multiple conflicting missions, all under “cost-plus” contracts, there is no end in sight to wasted US tax dollars:
