I wouldn’t be celebrating right now. If it was canceled it could have been a cost cutting move to focus investment into another rocket family. Iran has been having some success with their solid fueled Sejil missiles, which can already reach Israel just fine, so it is hardly surprising they would cancel the legacy hypergolic fuel rocket family they were dual using for space launch. Solid rocket technology is also more applicable to air defense systems.
What this does indicate is that their R&D collaboration with the Norks regarding nuclear weapons and launchers development is probably over.

Given that Pakistan is Sunni, and Iran Shia, and that Pakistan’s weapons programs are bankrolled by the Saudis who see Iran as a mortal threat, there is no likelihood at all that Iran and Pakistan are working together on nukes.
Pakistan has nukes, I doubt they would assist potential enemies to catch up with them
