General rule when dealing with a scandal: if you don’t have a sound reason for delaying material, flood the requesting party with every non-incriminating piece of triviality you can dig up even peripherally related to their legal request. I’m guessing most of the remaining documents don’t reveal anything new. But the managers at the IRS don’t know which documents are safe vs. blowing the lid off the conspiracy until they are manually reviewed.
Meanwhile, I suspect some of the more incriminating documents contain legitimately sensitive taxpayer information. Organizations and individuals who believe themselves to have been targeted should request IRS records concerning themselves.
