It’s all about defining rape down to the point that the incidence of “rape” as re-defined can approach literal infinity.
Vaguely similar to what gun control advocates have started doing in recent years. Rather than talking about the homicide rate (the bellwether violent crime stat for decades) which has been on the decline for decades, they invented a new term “gun violence rate”. This enabled them to include suicides (by gun) in the stat; this is where they get their famous 31K a year dead by guns. It also is a great way to avoid saying to much about the overall decline in homicide; it is in effect drowned out by the much larger and more static suicide rate. If death by suicide is considered death by violence than by that metric Japan their poster child of a gun free society would actually be about as violent a society as America is; Japan’s homicide rate is very low, but their suicide rate (but they don’t use guns) is I believe twice what ours is.
