In May 2013, when critics questioned the ARB’s investigation as not thorough enough, co-chairmen Ambassador Thomas Pickering and Adm. Mike Mullen responded that “we had unfettered access to everyone and everything including all the documentation we needed.”
Maxwell says when he heard that statement, he couldn’t help but wonder if the ARB—perhaps unknowingly—had received from his bureau a scrubbed set of documents with the most damaging material missing.
If Sharyl Attkisson asked Maxwell why he hadn’t mentioned this document scrubbing session before, e.g. to the Congressional investigators who had interviewed him multiple times over the last two years, there’s no mention of it in her article.
But did she leave them in Sandy Berger’s other pants?
He has told Congressional investigators in the past. But now he’s willing to go public, because he’s retired. And he was told that their purpose was to remove any documents that might be “damaging to the seventh floor.” Not sure why this is so hard for you.

Apparently he privately told the same story to a couple GOP House members (Gowdy and Chaffetz) a year ago, but didn’t include the story in his testimony to the whole Oversight committee. Gowdy and Chaffetz then sat on the story until Maxwell decided to go public.
Of course he didn’t tell the oversight committee. He knew he’d be punished by the Democrats.
