If I understand correctly, the individual mandate is not being delayed, just the employer mandate. My understanding was the $3,000 fine for an employer not providing the mandate was to offset the cost for the individual getting their own. So for over a year, this offset will not be revenue to offset to Obamacare costs. Did the CBO account for this?
