1. The electronic field already present in the cloud

   I read that and thought, “It’s raining transistors!”

2. Cosmic rays have also been implicated in cloud cover changes, which affect temperature.

   Obviously, especially in light of these lightning issues, cosmic rays need to be regulated. A cosmic ray tax would be the most viable solution, with heavy penalties imposed on the major emitters until they clean up their act.
